Mienfoo can only be encountered by ranking up in Pokemon GO Battle League. You have to reach, minimum Rank 5, then when you battle under "Basic Rewards" you need to win three out of the five battle to win a chance for an encounter.

Here's the kicker though, you need to win at least once three out of the five battles before you reach Rank 5 because the very first time you win an encounter it will be guaranteed Machamp. The next encounter AFTER Rank 5 is a guaranteed Mienfoo.
I am not sure if that make sense.
Basic Rewards
Rank 1-4 - You need to win at least three times to "win" the Pokemon encounter. This will be a guaranteed Machamp. Anything after that first one is random - Machoke, Ariados, Sableye, Snover, and more.
Rank 5 - You need to win at least three times to get the Pokemon encounter. This will be a guaranteed Mienfoo UNLESS you didn't encounter Machamp yet earlier.
